The inner wheel shows a birth chart for the U.S. It assumes that the United States has a Gemini Ascendant.

The date and time of the birth of the United States is a subject of great debate among astrologers. Most astrologers use the Declaration of Independence of July 4, 1776 for the U.S. chart.
