Cuban Travel Restrictions Lifted: Monday, the Obama administration began softening its rules on Cuba. Although the long trade embargo against the island nation is not being lifted, travel restrictions and money transfers by Cuban-Americans are ending. These are expected to be the first in a series of moves to normalize relations that have been strained since Castroís revolution in 1959 brought Cuba into the communist camp. In the Sagittarius Rising U.S. chart, the Moon is in Aquarius in the 3rd House of Neighbors. The egalitarian Aquarius model has been associated with communism, although the signís respect for individual freedom contrasts with the authoritarian way that Marxist principles have been applied. Nevertheless, generous Jupiter in Aquarius is approaching compassionate Neptune and healing Chiron within orb of the U.S. Moon, reflecting the more cooperative approach to diplomacy practiced by the Obama administration. Progressive Aquarius is also the Presidentís Rising Sign, so that philosophical Jupiter is projecting these ideals in his chart now as well as in the birth chart of the United States.

Venus Retrograde: On Thursday the 17th Venus will stop her six-week retrograde cycle and slowly begin moving forward again. The planet of love, luxury and resources slipped back into Pisces on April 11 and will float through this sensitive but not necessarily sensible water sign until April 24. Our ability to measure the worth of people and things can be difficult with Venus in this uncertain phase. The recent bump of the stock markets could be a blip on the economic radar screen, an adjustment by speculators rather than a reflection of the underlying strength of the economy. When Venus returns to initiating Aries on April 24, the wheels of assessment will turn more quickly and, perhaps, take us in a new direction. Whether itís an enduring flame of faith in the markets or not will probably revealed then.

Venusís reversal has also shaken the ground of relationships, revealing cracks where there once was solid ground. Love on a personal level, though, is not eternal. Itís not an inorganic substance that outlives thoughts and feelings. Itís not an endless loop or a deathless merger of body, mind and soul. Love is alive, and like all living things it breathes in and out, it ebbs and flows, it moves in and can move out. This can be a very vulnerable time, one in which tenderness with ourselves and our loved ones is especially important.

Tale of Two Capricorns: No sign is more persistent in pursuit of a goal than Capricorn. Taureans may be more stubborn, Scorpios more willing to go through hell, and Leos more ardent in their sprint for the spotlight, but Caps take the prize for rising to the top. As a season initiating Cardinal sign, it has a strong sense of direction and as a disciplined Saturn-ruled earth sign, concrete results are always what counts. The world of sports, where results are measured in absolute terms, has two amazing Capricorns among its current crop of superstars. Tiger Woods, born December 30, 1975 and LeBron James, born December 30, 1984, are athletes whoíve taken their natural abilities to the highest levels with dedication equal to, if not greater than, their innate talents. Tigerís still a little rusty after a long layoff following knee surgery, but his late run at this weekís Masters indicates that he should be back to his dominating form very soon. LeBronís leading his Cleveland Cavaliers into the NBA playoffs again, this time hoping to go all the way.

Although Tiger and LeBron share the will to win common to Capricorns, they both have the Moon in fire signs: Tigerís in Sagittarius and LeBronís in Aries. The Moon is the emotional fuel that supports the will of the Sun. Fire thrives on action; it loves the passion of the game. No matter how cool Tiger looks on the outside, itís clear that competitive fires burn within. LeBron may be more demonstrative, yet his dedication to being the best burns just as brightly.
